ANDY PARKER JOINS GTS TECHNOLOGIES


     Harrisburg, PA - Andrew C. (Andy) Parker has been named Director of Environmental Services at GTS Technologies, a 50 year old mid-atlantic engineering, planning & environmental consulting organization headquartered in Harrisburg, PA with branch offices in Exton & Hazleton, PA. Mr. Parker will be responsible for managing & providing technical input for the full range of GTS’s environmental consulting services. Clients range from federal, state & local government agencies & the military, to private industry. Environmental services geared to transportation planning, design & construction will be a focus. Mr. Parker has 23 years of significant experience in environmental management, permitting & consulting throughout the mid-atlantic region. He has authored articles on ecological & stream restoration focused on the application of natural & sustainable design techniques & is trained in bioengineering methods.
He is Rosgen Level IV certified & proficient in fluvial geomorphology, a Certified Ecologist, a Certified Wetland Delineator by the Army Corps of Engineers, certified in Habitat Evaluation by the U.S. Fish & Wildlife Service, certified in Erosion & Sedimentation Control, & a Certified Forest Conservation Professional. Mr. Parker holds a Masters Degree in Ecology/Biology & a Bachelor’s Degree in Land Reclamation & Earth Sciences. His professional affiliations include American Society of Highway Engineers (ASHE), Society of American Military Engineers (SAME), American Water Resources Association (AWRA), Ecology Society of America (ESA), & Society of Wetland Scientists (SWS). Mr. Parker’s environmental portfolio spans project management on small bridge replacement projects to $400 million high-profile expressway & airport megaprojects. He has been involved in over 100 EIS, EA, & CE environmental documents & conducted over 100 wetland delineations & permit applications. His diverse professional background includes serving as Sr. Project Manager, serving as Environmental Group Manager for a large consulting firm supervising up to 19 scientists & technicians, & serving as a Sr. Environmental/NEPA Scientist for transportation engineering & environmental firms. As a Research Assistant for the U.S. Bureau of Mines he analyzed the treatment, abatement & prediction of acid mine drainage & conducted stream-sealing research. Responsibilities in these positions have encompassed project management, contract administration, project scheduling & budgeting, financial management, technical & price proposal preparation, preparation of specifications & contract documents, developing & conducting PR & public involvement programs, direction of corporate quality control, cost estimating, business development, GIS applications, natural resources and socio-economic analysis, aquatic and terrestrial ecosystem evaluations, cultural resources studies, Phase I ESA’s, watershed plans, needs and alternatives assessment, mitigation design, water quality inventories & testing, highway noise and air quality analysis, highway corridor alignment layout, highway and site planning and design, earthwork and grading plans, and performing field surveys for property, topographic and construction projects.
